Everything I have researched has indicated that massage on a person with a pacemaker is not contraindicated except for the immediate area of the pacemaker.

I have a client who has a pacemaker, not for a heart condition, but for a nerve condition. A vagus nerve condition in which the blood pressure drops and the client faints as a result. The pacemaker keeps this from happening.

The pacemaker itself is located just below the collar bone of the left pectoral muscle.

At any rate, the challenge is ... before he got the pacemaker, he had a torn rotator cuff in the left arm and since has lost quite a bit of range of motion in the left shoulder. I have modified my rotator cuff injury routine to accommodate his pacemaker, and added just a bit of cross-fiber friction around the pacemaker but directly above it.

So far he has been happy with the treatment I have given and shown improvement.

On a side note, he also gets a 'mild' cramp in his foot precisely at the heart reflex point when working the legs. :P

Anyway, I was just hoping for some input into this challenging situation.
