Randall, by leg rotation prone, do you mean the Psoas Stretch (technique #3 in the Deep Tissue Massage DVD)? That could help relax the hamstrings by counterstraining them (passive contraction).
Lately I have been getting good results on stretching hamstrings by working also on the sacrotuberous ligament. Tom Myers in the book Anatomy Trains talks about how the superficial fibers of the sacrotuberous ligament carry tension from the hamstrings up to the sacrum. I work on it while the hamstrings and sacrotuberous ligament are stretched, such as with the bent leg hamstring stretch.
