Most of the people we see today suffer from loss of cervical curve (straight neck). Some call it a forward head posture but one can have a forward posture and have excessive cervical lordosis which is what you're describing, i.e., the apex of the cervical lordosis moving too anterior at C4-5.
The shoulders must first be balanced on the ribcage and the neck on the shoulders and then if the excessive cervical curve is still present, joint stretching facet mobilization and anterior neck work is necessary.
