I need help and don't know where to turn. I am in the process of opening a Massage Therapy Business in my local town here in Pa. After I paid for the Occupancy Permit and Sign Permit, I received a call from the Borough Zoning officer to come to the Borough office. When I got there he presented me with a Borough ordinance prohibiting "Massage Parlors" that was on the books since 1983.

I presented the zoning officer with my State License, National Certification, and my ABMP membership, which he made copy's of to give to the Borough Solicitor

The answer I got today was that I have to present my case to Council on the 15th. I have spent a couple thousand dollars already and may not be able to open. No one knew about this Ordinance till after I filed for the permits, the police chief found it. The Borough Solicitor hinted to me that if passed there may be restrictions such as a male therapist can only work on male clients and a female therapist can only work on female clients. Which as you know will put me out of business before I'm even open.

I need help. I'm in western Pa. South of Pittsburgh.

I want to start billing insurance for work comp and PI cases in PA. Where can I go to get instructions and billing codes, etc to get this started?
